Overnight Work and Lane Reductions to Install Centre Line Dewatering Wells on Eglinton for Avenue Station

What Work is Taking Place?

The term “dewatering” means pumping water from the ground at a site where there will be excavation and is essential before and during upcoming mining operations at Avenue Station. The dewatering system is installed in two phases, drilling of the wells and then digging shallow trenches to connect the wells and lay the pipes, pumps, and valves for the system.

Since May, crews have been installing the perimeter of the dewatering system.

In October 2017, crews will install the system in the centre of the road on Eglinton Avenue West from Braemar Avenue to Lascelles Boulevard. To do this, three of four lanes on Eglinton must be closed.

 

After reviewing a number of options, it was determined that there is no technical or practical way to do the work during the day. To minimize traffic disruption for the community, transit users and local businesses, this work is being done overnight. Paid Duty Police Officers will maintain safe traffic flow.

Starting October 10, 2017 between the hours of 8:00PM and 5:00AM, crews will be work at Braemar Avenue and move east toward Lascelles Boulevard.

Hours of Work/What to Expect

  • Work will occur overnight, between 8:00 PM and 5:00 AM.
  • Work is expected to begin on October 10 and takes approximately 3 weeks to complete.
    * Timelines are subject to change due to weather and unforeseen circumstances.
  • Crews will be moving along the roadway from west to east and equipment is expected to change position approximately every 3 days.
  • Noise can be expected from the use of a pavement saw cutter, a hydrovacuum truck, and a drilling machine.

Traffic and Pedestrian Details

  • Only one lane will be open, however two-way traffic will be maintained by Paid Duty Police Officers.
  • Traffic will be delayed in the area during the permitted work hours.
  • Pedestrian access will be maintained at all times.
  • Some on-street parking spaces will be impacted during the permitted work hours.

Noise Mitigation

A number of noise reduction measures are being implemented to reduce the impact on area residences. These include:

  • Limiting the noisiest work to happen between 8 pm and 12 am. This work involves saw-cutting the road and excavating holes for the dewatering wells. This will be done over the first four nights.
  • Wrapping the saw-cutting work sites with noise barriers as well as putting temporary fencing with noise suppression material around the work zone.
  • Installing noise suppression material on the drill engine.
  • Requiring all equipment to have broadband, not beeping, back-up alarms.
  • Installing noise reduction material on pumps.
  • Requiring mandatory good neighbour training for all site workers and vehicle operators.

  • Metrolinx and Crosslinx will investigate all noise complaints on a case by case basis to determine what appropriate mitigation measures may be offered.
  • Metrolinx and Crosslinx will acknowledge all noise complaints the same day a complaint is registered. If a complaint is registered overnight, an acknowledgement will be sent in the morning.
  • Metrolinx and Crosslinx will promptly investigate all complaints and provide the complainant with the results of the investigation as well as any proposed mitigation measures.
